abilities: Chuck has the ability to inflate himself into a giant, moderate invulnerable bouncing ball. His invulnerablity isn't anywhere near Kryptonian levels, but he is durable enough that most conventional weaponry doesn't hurt him.
He's also an ace pilot and is skilled at starship engineering.

Chuck's personality can be boiled down to the idea that he loves helping people. He got powers and despite their silliness immediately turned to trying to join the Legion because he wanted to use his abilities to help others. Even being rejected multiple times didn't push him away from that desire. Once he joined he even turned those rejections into an opportunity to help others by running seminars for Legion hopefuls.
He's very empathetic. He goes out of his way to try and boost the moods of those who failed their tryouts and is the first to try and help Triplicate Girl/Duo Damsel work through the loss of one of her selves.
He's also very clever. He turned turning into a giant ball into a battle-effective powerset, and was the primary strategist behind the rescue of Winath and the destruction of the Sun-Eater; the former of which earned him the position of Legion Leader.
Despite all this he's still modest. His election as team leader came entirely out of left field as it was something he hadn't even been angling for. About the only thing he does really have an ego about is his skills as a pilot, and even then he'd be willing to admit someone is better if he runs into someone that is. That, and starship engineering. As one of the two more technologically capable members of the team he and Brainiac 5 have occasionally butted heads over ship maintenance. Especially when it's done without his input.
He's a big fan of cheesy horror movies. Any suitable spooky situation is going to get commentary about horror movie tropes.
